15

Sheryl Schmidt, Garibaldi, said that she walks four children
to school every day because of the traffic situation. She stated
that this area was a nightmare. She requested crosswalks be placed
in the area as well.

Mayor Mercer stated that it was the Council's policy to
involve citizens in these decisions.

Fur. Tarver stated that when he first considered this request
he thought that it would be too many stop signs .for that area.
After hearing the testimony of the neighbors he understoodthe need
for these signs. He agreed that this area was prone to speeding
vehicles and did have "blind" areas. He felt that it was
appropriate to place these signs at the requested areas.

Ms. Scribner started that she supported this request because
staff reviewed this request by a more technical study and she felt
that the people in this area would know the traffic situation more-.
If there were an error to be made, she rather it be on the side of
safety.

Mr. Butler agreed with the traffic issue and supported the
request for a stop sign to be placed at Bordeaux and Concord. He
felt that would be advisable in the future to have controls at
Hearst and Concord. He believedthat traffic control by stop signs
was not solving the problems.

Ms. Mohr stated that in the past, it seemed that it was those
people living in the neighborhoods doing most of the speeding. She
was concerned that even after placing the signs at these comers
there would still be an enforcement problem. She was also
concerned that those residents living on the corners where these
signs would be placed would have additional noise and would soon
come back complaining.

Mr. Tarver felt that a stop sign is a good mechanism to remind
a driver that it is residential neighborhood and to slow down.

Mayor Mercer supported the neighbors request. He felt that if
they were willing to stop at these signs then 'others should too.
His first reaction to the application was that it would be too many
stop signs but after he coasted down the hill in their neighborhood
and listened to all of the neighbors tonight, he understood the
need.

Mr. Butler requested a study be done on the routes to school
for .children.
