10 <br /> <br /> others to where the current 'sewer line goes around the race track <br /> and then runs through the Alameda County Fairgrounds property. The -- <br /> Fair Board was very concerned about additional residential flow <br /> through that line. The County Fair did grant a sewer line easement <br /> through the property along the edge of the driving range and an <br /> easement for a water line extension. Mr. Swift explained in detail <br /> the various flow directions and need for connections. <br /> <br /> Mr. Tarver asked if there would ever be a change in the Fair <br /> Board's position or should the City change its General Plan and <br /> move forward. <br /> <br /> Mr. Swift stated that he did not know. <br /> <br /> Ms. Acosta indicated that if the Council wished to pursue- <br /> negotiating with the Fair Board, itcould have a joint meeting with <br /> Alameda County because the property is owned by it. <br /> <br /> Mr. Butler felt that the City should insist on the ultimat~ <br /> infrastructure need for the area. He asked if Council agreed. <br /> <br /> Mayor Mercer said the decision on three or four lots should <br /> depend on the infrastructure. He felt that there should be a plan <br /> that would include all of the developments in that area and-the <br /> infrastructure forthese. be based on what staff recommends. He~was. <br /> also concerned about having' only one way in or out. <br /> <br /> Mr. Tarver asked 'if Rose Avenue would be included in this <br /> suggestion. He also asked if Council has a desireto proceed with <br /> the County to put Rose Avenue through. <br /> <br /> Mayor Mercer indicated that the Fair Board was willing to give <br /> some easements but it was very resistant to allowing Rose Avenue to <br /> go through the Fairgrounds propertT. There are other alternatives <br /> to-~this but they would be very costly. He felt that staff should <br /> study and repor~ on these alternatives. <br /> <br /> Ms. Mohr agreed and reiterated Mayor Mercer's comments. <br /> <br /> Mr. Butler felt that it was not essential to review all <br /> properties together but felt that a plan for the utilities was <br /> needed. <br /> <br /> It was agreed by Council to contact the Fair Board and Alameda <br /> County to discuss the extension of Rose Avenue. <br /> <br /> 5/5/9 <br /> <br /> <br />
