239

Item 8c
Discussion on process and timinq for "Mock-up" of Downtown Project
on Main Street (SR92:518)

Ms. Acosta presented the staff report.

Mr. Pico explained that he was in favor of letting the
residents of Pleasanton have an opportunity to understand through
visual renderings what the impact of this development would be. He
felt that this was a major project that the City is undertaking and
that the people who would be paying for this project do not have a
good concept of what the plan is.

Mayor Tarvet agreed with Mr. Pico. There appeared to be some
concern that the process was not going to move forward. He wanted
to clarify that was not his intention. He wanted a visual image of
what was being planned and to allow the community to see that. He
felt that this was an opportunity for the community to be involved
in the process.

Ms. Scribner felt that the visual demonstration could be
accomplished in one and a half to two hours.

Ms. Mohr stated by presenting this to the public in a way that
there would be input solicited and prizes awarded would suggest to
the community that this is being done in a workshop and would imply
that decisions had not been made. She was expecting the mock-ups
just to be a visual aid to Council. It was important to her that
the public understand that there would be only minor changes.

Rick Bentley, 23 Grey Eagle Court, stated that it seemed as
though Ms. Mohr and Mr. Pico had different views as to what this
mock-up was to provide. He supported Ms. Mohr's idea.

Joyce Getty, 925 Kottinger Drive, stated that this was the
third time that an improvement plan was ready to start and people
are getting tired of any more delays. She felt that Council needed
to be extremely careful with mock-ups because they can give
misconceptions if not done correctly. She felt that drawings
should be enough for Council to visualize what Main Street would
look like. She did not support the mock-ups being open to the
public for additional input because there was a lot of
participation by various committee's regarding the reconstruction.

Dave Walden, 3899 Vine Street, agreed with Ms. Mohr's
comments. He stated that he had attended most of the Task Force
meetings and Downtown meetings to see how this process was going to
work. He felt that if Mr. Pico had questions regarding this
process he should have asked them before now. Mr. Walden agreed
that the public needs to be informed that the process is going some
place and not given the opportunity to change anything significant
since decisions had already been made.

12/15/92 13
