She urged Council to <br />change its tone and to put the interests of the City first. <br /> <br /> Chris Miller, 663 Romeo Court, urged Council to proceed with <br />the election in March or to appoint Jim Fields. <br /> <br /> Gene Finch, 8019 Jorgensen Lane, also wanted a March election <br />or for Council to appoint someone as soon as possible. <br /> <br /> Terry Spraggins, 7024 Corte Del Oro, supported Mayor Tarver's <br />position to hold the special election for both issues in March. <br />She referred to Ms. Mohr's comments about not allowing special <br />interests to affect the process. Ms. Spraggins asked who will <br />protect the interests of the citizens from the special interests <br />that have the money to pay for a special election and spend <br />thousands on flyers, etc. to defeat the referendum. <br /> <br /> Mr. Tarver indicated he did not want to but would support the <br />election in March. He did not think it was in the citizens' best <br />interest to have an election on a single issue, but believed there <br />was a need to have five Councilmembers. He again expressed his <br />desire to have both issues on the same election. The developer can <br />wait, but he believed Council had an obligation to the citizens to <br />resolve the issue. <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, to call a <br />special election to fill the vacant Council seat on March 2, 1993. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Mohr, Scribner, and Mayor Tarver <br />NOES: Councilmember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Pico commended Mr. Tarver for breaking the stalemate on <br />the election to fill the vacant Council seat and urged cooperation <br />on the referendum issue to serve the public interest. He believed <br />putting an initiative on the ballot in March was in the best <br />interests of the community. <br /> <br /> Mr. Tarver agreed and stated that those Councilmembers opposed <br />to the referendum can make their positions clear in the pre- <br />election debates. <br /> <br /> Ms. Mohr reiterated that the referendum should proceed as set <br />forth by law. She responded to the comment about buying elections. <br />Measure K pointed out clearly that the most money doesn't win. <br />Buying an election is not an accurate presumption. <br /> <br /> Ms. Scribner indicated that when the referendum petition is <br />certified, Council still has the option of rescinding the PUD, <br />which satisfies the referendum and there is no need to go to a <br /> <br />12/04/92 5 <br /> <br /> <br />
