The Elections <br /> Code sets forth the method to do that at the next special election <br /> on March 2, 1993 and it is Council's obligation to 53,000 citizens <br /> to do that. There is another process in place for a referendum <br /> where a Council decision is challenged. That process is on-going <br /> at this point and she was not in favor of shortcutting that system. <br /> When the signatures are verified, Council has two choices: <br /> overturn the ordinance or let the public decide. The Council <br /> election and the referendum are two clearly separate actions. <br /> <br /> Mr. Tarver called an end to the debate and asked for a motion. <br /> <br /> Robert Cordtz, 262 West Angela, expressed dissatisfaction that <br /> the meeting did not start at 1:00 p.m. as previously scheduled. <br /> <br /> Diana Mendenhall, 1014 Vintner Way, indicated her dismay at <br /> the polarization of the Council. She pointed out that Jim Fields <br /> was only sixteen votes behind the elected Councilmembers and the <br /> next candidate was 1,500 votes behind Mr. Fields. She urged <br /> Council to appoint Jim Fields. <br /> <br /> Jim Haap, 1119 Blanc Court, believed there was a clear issue <br /> of right and wrong. The developers of Kottinger Hills went through <br /> all the steps required. The referendum should not be allowed to <br /> take shortcuts. <br /> <br /> Gary Purnell, 2472 Via de los Milagros, indicated he wanted to <br /> see the both issues on the March ballot. <br /> <br /> Jennifer Hosterman, 2922 Chardonnay Drive, indicated her <br /> desire to have both issues on the ballot in March. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, indicated tie votes of <br /> the Council are not good for the City. She felt Council needed to <br /> take a leadership role and come to a consensus. It was her belief <br /> that Council's obligation was to fill the vacant seat as soon as <br /> possible. With regard to the referendum, the process should be <br /> followed through and Council needs to decide the date at an <br /> appropriate time. There are two separate issues and the first one <br /> to be dealt with is to fill the vacant seat to break the deadlock. <br /> <br /> Joan Fields, 4053 Walnut Drive, commended Ms. Michelotti on <br /> her address. She reminded Mr. Pico and Mr. Tarver that they said <br /> they would represent all of Pleasanton. She was amazed that the <br /> Mayor was out getting signatures on the referendum petition. She <br /> urged Council to proceed with a March election to fill the vacant <br /> seat. <br /> <br /> Mavonne Garrity, 1870 Tanglewood Way, was dismayed at the <br /> opinions of Council that she has read in the newspaper.
