203 <br /> <br /> MINUTES <br /> OF <br /> THE <br /> MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> December 1, 1992 <br /> <br /> CALL TO ORDER <br /> <br /> Mayor Kenneth R. Mercer called the Regular Meeting of the City <br /> Council to order at 6:00 p.m. <br /> <br /> 2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded <br />as follows: Councilmembers Robert E. Butler, Karin Mohr, Dorothy <br />N. Scribner, Ben Tarver, and Mayor Kenneth R. Mercer. Staff <br />members present were: Deborah Acosta, City Manager; Michael H. <br />Roush, City Attorney; Brian W. Swift, Director of Planning and <br />Community Development; and Joseph Elliott, Director of Public Works <br />and Utilities. <br /> <br /> 3. REORGANIZATION <br /> <br /> Item 3a <br />Resolution Certifying Results of 11/3/92 Election <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, that <br />Resolution No. 92-223 be adopted, certifying results of the 11/3/92 <br />election. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Butler stated that it has been a pleasure and honor to <br />serve the public the past years. He felt pleased with the way the <br />City has developed during the time he has served. He believed that <br />it was possible to build on the excellence that has gone before and <br />that the City has spirit and character. Mr. Butler felt that it <br />was a privilege to work with staff. Staff work largely goes <br />unnoticed, except by Council and the applicants. He thanked the <br />two City Managers, Jim Walker and Deborah Acosta, who deserve a lot <br />of credit. He said that it has been a delight to work the City <br />Council especially with Karin Mohr and Ken Mercer, since he had <br />worked with them the longest. He had appreciated Ms. Mohr's <br />concern about housing issues and aesthetics. He believed that Ken <br /> <br />12/1/92 1 <br /> <br /> <br />
