178 <br /> <br /> It was moved by Mr. Tarver that this matter be placed on the <br /> December 1 agenda for consideration of placing it on the ballot ....... <br /> <br /> The motion died for lack of a second. <br /> <br /> Mayor Mercer stated that government is a process of checks and <br /> balances. The process allows a lot of public input through the <br /> Design Review Board, Planning Commission and City Council public <br /> hearings. He believed that this developer had taken this project <br /> through that process. The continuation of this process is after <br /> the majority of the Council has approved the project, citizens who <br /> disagree with Council's decision have a right to gather signatures, <br /> come back to Council and ask that the item either be rescinded or <br /> be placed on a ballot. He believed that it was unfair to divert <br /> this process. <br /> <br /> Mr. Tarver stated that the point was well taken in terms of <br /> the cost of special elections and the potential need for two of <br /> them. He made the previous motion because he was hoping to <br /> consolidate the two elections and have only one as soon as <br /> possible. <br /> <br /> Mayor Mercer understood his intention, but added that there <br /> was some assumptions that both sides will be able to gather the <br /> needed amount of signatures. He felt that it should not be assumed <br /> that enough signatures will be gathered. He was aware that an <br /> election costs $50,000, but that is the process in which the City <br /> operates. <br /> <br /> Mr. Butler agreed with Mayor Mercer's comments. He stated <br /> that if Council were to take the action that was suggested this <br /> evening, it would be abdicating the responsibility of Council to <br /> make a decision. This Council is still seated, and it was elected <br /> to make decisions and if it were to place an item on the ballot <br /> without taking final action, that in effect would be saying that it <br /> was not willing to make that decision. <br /> <br /> Ms. Hollister stated that the citizens are very interested in <br /> placing this issue on the ballot in March. There was an <br /> assumption that they will gather the needed signatures, but she <br /> felt that it was a correct assumption. <br /> <br /> Brent Wilcox, thanked staff, Planning Commission and Council <br /> for the effort that is put into the decisions made at these <br /> meetings. <br /> <br /> Mayor Mercer also thanked Mr. Wilcox and his parents. Council <br /> has worked with the Wilcox's over the years and felt that they have <br /> been courteous and easy to deal with. <br /> <br /> Mr. Wilcox commented that people who have issues to discuss <br /> should learn to treat Council with respect. <br /> <br /> 11/17/92 4 <br /> <br /> <br />
