200 <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, not to <br /> approve Planning Commission Recommendation No. 3, (which states <br /> that existing wooden sidewalks should be retained but that new ones <br /> should not be encouraged), and instead to approve Staff <br /> Recommendation No. 28, retain wooden sidewalks and encourage new <br /> ones where appropriate. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Scribner and Vice Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: Mayor Mercer and Councilmember Butler <br /> <br /> Ms. Mohr supported Ms. Scribner's objectives for retail only <br /> but questioned how the goal would be accomplished. She was <br /> concerned with the timing of the retail only concept. She thought <br /> that the merchants would already be affected by the reconstruction <br /> and she would like to consider this issue no sooner than two years <br /> from now. <br /> <br /> Mr. Tarver agreed with Ms. Mohr. He was not ready to <br /> implement this plan until the completion of Main Street. He too <br /> was seeking other ideas that would not put the property owners in <br /> an economic loss for three months. <br /> <br /> Ms. Scribner stated that the retail only would be implemented <br /> when the Main Street reconstruction is complete. She explained <br /> that the Task Force struggled with this item also because it was <br /> not an easy decision. She believed that the downtown can come <br /> along on its own but it may take 10 to 12 years to do so or never. <br /> She indicated that cities that did limit to retail only turned <br /> around in 5 to 6 years. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, to <br /> eliminate staff recommendation Condition 32 (creating a Pedestrian <br /> Retail and a Downtown Commercial zone) and Condition 33 <br /> (establishing a "retail only". requirement on the ground floor) and <br /> directing staff to bring back other alternatives. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr and Vice Mayor Tarver <br /> NOES: Councilmember Scribner <br /> ABSENT: None <br /> ABSTAIN: Mayor Mercer and Councilmember Butler <br /> <br /> 11/17/92 26 <br /> <br /> <br />
