198 <br /> <br /> Revitalization Plan is a partnership: City, merchants, and property <br /> owners. The City is providing the plans and the money for the <br /> reconstruction which is not easy. The merchants will have to <br /> struggle with loss of revenue and the parking problem. The <br /> property owners who require retail only will also be contributing <br /> to the revitalization. <br /> <br /> Mr. Tarver supported Planning Commission recommendation No. 1, <br /> allowing two-way traffic on Division Street temporarily during <br /> construction. He also supported recommendation No. 2, the plan to <br /> refurbish the front yard of the museum needs further review. He <br /> did not agree with recommendation No. 3, regarding not encouraging <br /> wooden sidewalks. He liked the ones that are there. He wished <br /> that there could be the concept of retail only without costing the <br /> property owners three months rent. He asked if there was an <br /> alternative to promote retail only but not have to have economic <br /> losses in order to obtain it. <br /> <br /> Ms. Scribner felt that the merchant is asked to take a loss in <br /> business as well. She saw that as making the property owner a <br /> partner in the project. <br /> <br /> Ms. Mohr asked if the installation and the maintenance of the <br /> sidewalks would be made by the property owners. <br /> <br /> Mr. Iserson answered that it would the City's responsibility <br /> to maintain the public right-of-way areas. The recommendation is <br /> to place wooden sidewalks in the public sidewalk areas where <br /> appropriate. The sidewalks could be flush or elevated. <br /> <br /> Ms. Acosta added that the maintenance concern is the reason <br /> why the recommendation reads the way it does. <br /> <br /> Ms. Mohr asked if there is a criteria that could be <br /> established to minimize the maintenance concern. <br /> <br /> Mr. Elliott explained that hard wood would help alleviate the <br /> problem but there will still be much more maintenance than with <br /> concrete or brick. <br /> <br /> Mr. Swift added that in most places, it was highly unlikely <br /> that the wood would extend across the full width of the sidewalks. <br /> <br /> Ms. Mohr believed that busses belong on Main Street in spite <br /> of the exhaust fume issue. It is the people sitting on busses <br /> looking through the windows that have the opportunity to know what <br /> the stores offer. She understood that the bus project would be <br /> delayed during the reconstruction but she would not support a long <br /> term policy to remove the busses from Main Street. <br /> <br /> 11/17/92 24 <br /> <br /> <br />
