The issue is not the Rotary <br />project, but that this half-acre site is City owned property <br />obtained at a very low price or donated by a developer. The <br />surrounding residents have expressed what they think is the proper <br />use of this site. She requested Council to reconsider its decision <br />to build on this land and give this site back to the neighborhood <br />as a park. Ms. Bacon requested that Council defer voting on this <br />issue until the new Council is seated. <br /> <br /> Celia Orona, 777 Concord Street, was concerned with the speed <br />at which this project has moved along. Those residents who are <br />going to be most impacted by Council's decision feel that their <br />concerns have not truly been addressed. She understood that the <br />process has moved along according to City procedures, but the <br />overall impression is that the residents' concerns were not being <br />heard. She strongly opposed the building of more townhomes on this <br />lot. She felt that the townhomes will be built therefore, she <br />asked that the project be scaled down from nine townhomes to five. <br />Ms. Orona requested 1) that the City move at the same speed as it <br />did to get the project underway; 2) a stop sign be placed at the <br />corner; and 3) speed bumps be placed at the curve on Concord just <br />before Canelli. <br /> <br /> Mayor Mercer pointed out that he was contacted by the Rotary <br />in February or March 1992. He believed that Rotary was not seeking <br />a large profit from this project. The profits that it will receive <br />will be returned to other local charities. <br /> <br /> Elaine Walsh, 756 Concord Street, agreed with the previous <br />speaker's comments. She felt that her concerns were not considered <br />from the beginning of the planning of this project. She supported <br />building a park on the lot instead of these units. She asked that <br />if this project were approved, that evergreen trees be placed <br />around the units by the creek to cover the view into her bedroom. <br />She disagreed with the project being worked on six days a week and <br />requested five days only. She reiterated that the traffic and <br />noise from Bernal would only be increasing. <br /> <br /> Jerry Haakenstad, 865 Concord, strongly opposed any further <br />high density housing on Palomino. The residents object to this for <br />the following reasons: 1) this area is already overdeveloped, there <br />are more than 300 low cost, high density units in this area and <br />Palomino is referred to as a corridor; 2) the Environmental Impact <br />Report has been ignored; and 3) the increase of traffic and safety <br />of school children. Mr. Haakenstad explained that the Vintage <br />Hills homeowners have been disappointed in the actions of the <br />Planning Commission and of Council. He asked that Council turn <br />down this proposal. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> 11/3/92 7 <br /> <br /> <br />
