(IR92:81)

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: Councilmember Tarver, Item 4h and 41
ABSENT: None
ABSTAIN: Mayor Mercer and Councilmember Butler, Item 4f

5. MEETING OPEN TO THE PUBLIC

Item 5a
Report on Economic Development Advisory Board (SR92:447)

Mayor Mercer explained that this Advisory Board had been
appointed to work with Ms. Acosta and City staff and with Bruce
Kern and County staff.

Kyle Morgan, Co-chairperson, thanked all of the participants
that were involved in this Board. He urged Council to support and
adopt the findings listed in the staff report.

Frank Capilla, 9 Twelve Oaks, thanked the Mayor and City staff
for all of the hard work dedicated to this project. He encouraged
Council to support this plan because it would help retain,
patronize, and bring businesses in and to Pleasanton.

Bruce Kern thanked the Council for the opportunity and vision
to embark upon this effort. This plan strengthens the partnership
between the County and the 14 cities in addressing our regional
competitive economic position. He believed that it was very
important that Council approve this plan and that other cities
would be led by the City's example.

Mayor Mercer commented that Mr. Kern, Ms. Acosta and City
staff deserve a lot of credit in this. He believed that Mr. Kern
has one of the most important jobs in Alameda County in trying to
retain the businesses that are thinking about leaving the County,
as well as trying to bring new businesses to the County. He felt
that there was information in the report that was going to be hard
for some Councilmembers to accept. He hoped that it would be taken
in light of the fact that it was the honest feelings of those from
the major and downtown businesses that things needed to be fixed to
help businesses move here and to help retain those already in town.
This report was not intended to point fingers or put blame on
anyone.

11/3/92 3
