146 <br /> <br /> Mr. Butler appreciated the comments and suggestions from the <br /> Kottinger Hills Homeowners Association. He explained that he had <br /> to rely on the process of the General Plan and EIR and concluded <br /> that a project with 86 units has no significant impacts. It falls <br /> well below what was anticipated in the General Plan. The traffic <br /> impacts are insignificant and that was his preference a month ago. <br /> He recognized the concern of school issues, and felt that Council <br /> had provided a mechanism for the School Board to solve that <br /> problem, as listed in the conditions of approval. Council is <br /> unable to deal with the issue directly because school facilities <br /> are not in its jurisdiction. <br /> <br /> It was moved by Mr. Butler, and seconded by Mayor Mercer, that <br /> Ordinance No. 1579 be reintroduced, to be read by title only and <br /> waiving further reading thereof, approving the application of Chang <br /> Su-O Lin (Kottinger Hills) for an 86 unit project with a golf <br /> course and requiring no secondary access road. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr and Mayor Mercer <br /> NOES: Councilmember Scribner <br /> ABSENT: Councilmember Tarver <br /> ABSTAIN: None <br /> <br /> Mr. Fairfield clarified that the motion included a golf <br /> course. <br /> <br /> Mr. Butler answered yes. <br /> <br /> 11. LEGISLATIVE UPDATE REPORTS <br /> There were none. <br /> <br /> 12. REPORTS OF THE CITY MANAGER <br /> <br /> Item 12a <br /> Report on Revised Agreement with Dublin San Ramon Services District <br /> (SR92:429) <br /> <br /> Ms. Mohr asked about language regarding a termination section. <br /> <br /> Ms. Acosta answered no. She suggested that Council approve <br /> the agreement presented this evening and then termination language <br /> would come back to Council for approval. <br /> <br /> Joe Covello, represented Dublin San Ramon Services District, <br /> Board of Directors, stated that he was excited about this agreement <br /> and at the same time distressed. <br /> <br /> 10/20/92 16 <br /> <br /> <br />
