9] <br /> <br /> Mr. Mercer agreed, but indicated that is a difficult thing to <br /> do. He discussed the problems of miscommunication between the <br /> Governor and the Governor's various staff members regarding bills <br /> and the volume of bills that cross the Governor's desk, which <br /> sometime result in vetoes. <br /> <br /> Mr. Mercer indicated the Governor's veto message indicated he <br />wanted this done statewide. That is what they wanted changed from <br />our bill and the staff members didn't communicate that to us. Mr. <br />Mercer agreed Council should send a letter, but it was probably <br />vetoed due to miscommunication. <br /> <br /> Ms. Mohr indicated this should be the first step in educating <br />the Governor on what was trying to be accomplished, so when the <br />bill is resubmitted this problem will not happen again. <br /> <br />9. CITY COUNCIL COMMITTEE REPORTS <br /> LAVWMA/TWA <br /> ABAG <br /> ACAP/ACTEB <br /> Alameda County Waste Management Authority <br /> Alameda County Transportation Plan Committee <br /> Mayor's Affordable Housing Task Force <br /> Tri-Valley Transportation Council <br /> League of California Cities <br /> <br /> Mr. Mercer indicated he is serving on an ABAG committee, <br />consisting of various elected officials, which is reviewing CEQA. <br />Material will be coming to Council. ABAG has requested changes to <br />the CEQA to expedite the review process and to make it easier and <br />more consistent. Recommendations will go from this committee to <br />the ABAG regional planning committee for suggestions. At that <br />time, a report will come to Council. If the proposals are <br />supported, they will be drafted into proposed legislation. <br /> <br /> With regard to the Tri-Valley Transportation Council, Mr. <br />Mercer inquired if a local share of Measure B funds had been <br />determined for 580/680. Ms. Scribner indicated the item was not <br />brought up at the last meeting because much time was spent <br />discussing eastern Dublin's transportation plan. It is important <br />that Pleasanton monitor that plan, because there are many <br />suggestions to reroute their traffic which will impact Pleasanton. <br /> <br /> Mr. Mercer requested Mr. Tarver, who will attend the next <br />meeting, to get the Measure B funds for 580/680 back on the table. <br /> <br />10/6/92 17 <br /> <br /> <br />
