That is how <br /> the District is planning its schools, to go along with the buildout <br /> of those projects. The other thing that has been done in the <br /> committee with the School Board is to break down the projects into <br /> single-family homes and multiple-family dwellings, because the <br /> generation of students is different. One can only hope the <br /> assumptions are good, however Ms. Scribner believed they had done <br /> a good job of anticipating the needs. The School Board is saying <br /> there is no problem with the schools. <br /> <br /> Mr. Mercer stated the city's assessed valuation is $4 billion. <br /> Ruby Hill's 850 units will be approximately $1 billion. That <br /> improves Pleasanton's assessed valuation by 20%. Not only will the <br /> people who occupy Ruby Hill pay for school impacts, $2.65 (in <br /> today's dollars) for every square foot, they will also absorb their <br /> share of the $85 million bond issue. Therefore, the new people <br /> will pay double. Those who have lived in Pleasanton for several <br /> years have not paid a school mitigation fee per square foot. The <br /> schools will not be short-changed. Council has done a lot to <br /> provide for the needs of the schools. <br /> <br /> Mr. Mercer did not feel there was a need to amend the growth <br /> management ordinance to provide definitions. He proposed' that <br /> there be a city policy that there be a definition as to what <br /> "backlog" is. Anything from 1993 to 1997 is future and not <br /> counted. "Backlog" is anything before this year. As of 1993, <br /> anything not built in 1992, goes into "backlog." <br /> <br /> Frank Brandes, 6889 Corte Sonada, commended Mr. Mercer for <br /> trying to define backlog at this time due to all the political <br /> rhetoric. This was reviewed a few years ago and it was clearly <br /> defined then as the same definition being used now. If the backlog <br /> increases in the future due to a downturn in the economy, then it <br /> would be time to talk to the developers to resolve the situation. <br /> In addition, Mr. Brandes indicated development has more than paid <br /> for itself. <br /> <br /> Letter to Governor Wilson <br /> <br /> Mr. Tarver requested a letter be sent to Governor Wilson <br /> indicating Pleasanton's disappointment with the veto of SB2037 <br /> regarding affordable housing. In addition, Mr. Tarver was not <br /> pleased with the outcome of SB1559, regarding Alameda County <br /> getting into City fees in terms of transporting prisoners, etc. <br /> Mr. Tarver indicated his desire for a Constitutional amendment <br /> which would segregate state, county and city funds, so cities can <br /> have a reliable source of revenue rather than having the state come <br /> down every year and talk about how much more they are going to take <br /> away from city budgets. <br /> <br /> lo/6/92 16 <br /> <br /> <br />
