69

Sue Plotkin, 526 San Gabriel Court, stated that she resented
some of the allegations that had been made about the type of people
in this group. She reiterated that this was a group of nice people
who just want to dance.

Gracedaryl Dickinson, 3466 Windsor Court, stated that she
enjoys the dancing and would like to stay in Pleasanton where both
she and her husband live and work.

Martin Plotkin, 526 San Gabriel Court, spoke in favor of this
application. He reiterated some of the comments from previous
speakers asking to be able to stay in Pleasanton. He did not
understand why the Club was restricted to only being open until
11:00 p.m. He preferred that the Club close at 11:30 p.m.

'Rosemary Willis, 3607 Bernal Avenue, spoke in opposition to
this application. She did not believe that any of the people's
credibility was being questioned. She was concerned with the
traffic and noise that would be generated by this Club. She
understood that this was a residential area and not zoned for a
dance hall.

Cheri Willis, 545 Tawny Drive, stated that she was the one who
questioned whether this type of facility was appropriate in her
neighborhood. She wanted the dancers to understand that she had
never questioned the participants character and believed that this
was a great idea. The issue is not the type of dancing or if it
should be Pleasanton, it is whether this type of facility should be
in the Vintage Hills Shopping Center. She pointed out that a
dance hall is prohibited in this area according to the zoning. She
added that all of the testing for noise impacts was not done with
a live band. (A petition was given to Council).

Mr. Tarver asked if Ms. Willis believed that the conditions
that were attached to the application could be adhered to.

Ms. Willis felt that there would be a continual conflict
between what the neighbors require for peace and what the Club
would be doing. She found it difficult to believe that there was
no other facilities available in Pleasanton that was conducive to
this activity.

John Volke, Callaban Properties, indicated that they were the
developer of the project that is located south of the Shopping
Center. He was not opposed to this project because he was aware of
the need for leasing existing vacant retail in the City. They are
in support of the use. The only concern that he has is the hours
of operation on Friday and Saturday night. He believed that it was
inappropriate to keep the facility open as late as 11:00 p.m. and
preferred the 10:00 p.m. closing. He pointed out that the noise
study that was undertaken did not focus on the impact of starting
automobiles within a five to ten minute period.

9/15/92 43
