60 <br /> <br /> Ms. Mohr asked if this project should be conditioned for a <br /> back access. She then asked how staff would determine the ' <br /> requirement of the developer to grade to the property line. <br /> <br /> Mr. Swift stated that it would have to be finalized before it <br /> could be graded and that this would happen before the tentative <br /> map. <br /> <br /> Ms. Mohr asked how the timing would coordinate with the <br /> Specific Plan. <br /> <br /> Mr. Swift said that staff anticipated the Specific Plan to be <br /> finished before that time. They would be done in conjunction with <br /> each other. <br /> <br /> Mr. Tarver commented that he was torn between saying that he <br /> did not find the EIR adequate and saying that he could probably <br /> make the finding that it is adequate and includes more than enough <br /> information. He believed that some points were made about the <br /> excess capacity on the streets. He believed that the golf course <br /> possibly being part of the General Plan and the monitoring of the <br /> area should be addressed for the project. Mr. Tarver believed that <br /> there was no need for this type of project at this time. <br /> <br /> Mr. Butler felt that there was more than enough information <br /> given and reviewed and seemed to be in compliance with the CEQA <br /> requirements. <br /> <br /> It was moved by Mr. Butler, and seconded by Mayor Mercer, that <br /> after making the findings set forth in Exhibit "C" of Staff Report <br /> No. SR92:358, and after making the findings regarding mitigations <br /> and statement of overriding considerations, Resolution No. 92-186 <br /> be adopted, certifying that the EIR has been completed in <br /> compliance with CEQA. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Mayor Mercer <br /> NOES: Councilmember Scribner and Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Tarver disagreed that at this time the EIR has the <br /> information needed and that the finding could be made. All of the <br /> points made this evening were in his opinion "right on". They were <br /> talking about not how many trees but how many acres of trees that <br /> would be lost. Council is discussing how the traffic could be <br /> moved and putting in barriers and diverters to stop traffic from <br /> flowing because there is too much of it. Council is determining <br /> the routes that traffic could be diverted because none of the <br /> residents want traffic to come their way <br /> <br /> 9/15/92 34 <br /> <br /> <br />
