MEETING OPEN TO THE PUBLIC

Item 5a
RepOrt to Council from the Art in Public Places Committee
(SR92:348)

Keith Wardin, Chairman of theArt in Public Places Committee,
gave a ten minute slide presentation which showed examples of
public art projects in other cities and in Pleasanton. He
explained that there was discussion five years ago by the
PleasantonCulturalArts Council about the need and desirability of
a public arts program in Pleasanton. This was based on a simple
idea that as communities grow and become more affluent, attention
turns toward the greater rewards that increased cultural and
recreational activities can provide for the citizens. Also as City
budgets increase and household incomes increase, the means to
provide these activities and opportunities also are manifest. As
cities grow and mature they seek to create an image for themselves
through their public art and architecture. He was proposing to
engage the City of Pleasanton in a cooperative and conscious effort
to support what is already taking place (i.g. the new library and
the restoration of Amador Theater). He asked that cultural and
artistic values be integrated into the development of this City.

Mr. Wardin confirmed that the Art in Public Places Committee
is now at the end of Stage I of a four-stage plan and needs Council
approval. Mr. Wardin explained that the work plan included a
philosophy of the public arts program, a mission statement, and
definitions of public art. At Stage II, the Committee will
consider the issues of governance and funding and after that it
will review the procedures and policies to implement a public art
program. The last stage would be the implementation of the
Committee's ideas.

Mr. Wardin concluded by asking for approval for the first
stage of the work that the Committee had done ....

9/1/92 4
