I am here tonight to let you know that <br /> the Livermore community is extremely concerned about a Toll Road running <br /> through its City. Resi~nts are concerned about a project that proposes to us~ their <br /> public funds ( Measur~ B monies) to build the road and then charges them to drive <br /> it. I sham their conre. ms. <br /> In January of 1991, the Livermor~ City Council appointed a 23 member Toll <br /> Road Task Force to meet for a period of six weeks to investigate and evaluate the <br /> project. At the end of that time and based on the information received, the <br /> Livermore City Council took an official position of opposition. <br /> <br /> The Toll Road proposal raises numerous-public policy issues~ among these are: <br /> 1. Use of oublic funds for a orivate t}ro_iect raises two particular concerns: <br /> a. The voters, when they were presented with Measure B as a ballot <br /> measure, were not informed that their tax dollars may be used to finance a <br /> private project. How just is it to alter public policy after an election? Would <br /> Measure B have passed if the language had been different? <br /> <br /> b. If Measure B monies are committed to the Toll Road, how will other <br /> public projects get built? Livermore is certainly concerned-that its'public <br /> Expressway may never.happen if its share of Measure B is diverted w the <br /> Toll Road. <br /> <br />j 2. Another concern is the use of eminent domain to acouire property for <br />~ commercial use and the real nossibilitv that the commercial develovment will <br /> not conform to the City and County General Plans. <br /> The franchise agreement allows the Toll Road Group to develop and operate <br /> commercial development in the air space along the toll road without the <br /> express approval of the local jurisdictions. <br />C) All of us, the Cities of the Valley, have spent a great deal of time planning our <br /> commercial areas. Development of commercial projects along the Toll Road. <br /> would negatively impact our existing commercial areas. <br /> <br /> In addition, the local jurisdictions would not realize property tax revenue <br /> from these projects. There is no financial benefit to the citizens of <br /> <br /> <br />
