23 <br /> <br /> Mr. Swift stated that he did have an answer at the time but he <br />-- would check on the numbers. <br /> <br /> Mr. Tarver stated that when the total population in the <br /> existing General Plan was being discussed, the total was <br /> approximately 100,000. He asked if this was an accurate figure. <br /> <br /> Mr. Swift said that'the report showed what could be an <br /> estimate for dwelling units but did not translate them into <br /> population. He indicated that staff would be doing that soon. <br /> <br /> No action was required or taken by the Council on this item. <br /> <br /> ~em 12b <br /> AUthorization to Negotiate a Development Aqreement with A. F. Evans <br /> Company, Inc. for an affordable/market rate housinq project on <br /> City-owned land located on Case Avenue <br /> <br /> Frank Brandes, 6889 Corte Sonada, stated that several years <br /> ago there was discussion about whether this matter should go to a <br /> vote of the people. <br /> <br /> Mayor Mercer indicated that this was being looked at, but he <br /> did not believe that this project would qualify under Article 34. <br /> <br />" Steven Bocian commented that staff had written the City <br /> Attorney and requested a legal opinion on this matter. Mr. Bocian <br /> believes that if the project is less than 50% "affordable" it may <br /> not require an Article 34 election. Mr. Bocian was hoping that he <br /> would receive an answer from the City Attorney before the next <br /> Mayor's Affordable Housing Task Force meeting. <br /> <br /> Mr. Brandes believed before any negotiations are made on any <br /> development agreement, there should be a clear-cut decision. <br /> <br /> Mayor Mercer explained that the Affordable Housing Task Force <br /> went through a process which resulted in the selection of A.F. <br /> Evans. The item for this evening was only authorizing the <br /> negotiation of the contract and then it would go to the Affordable <br /> Housing Task Force as well as Council for final approval. The <br /> exact number of units is yet to be determined. <br /> <br /> Mr. Brandes asked if there was an appraisal of the land. <br /> <br /> Mr. Bocian answered no, but as the project progresses, staff <br /> will review the value of the land. <br /> <br /> Mr. Tarver asked if the project would address that housing for <br /> very low income persons. <br /> <br /> 9/1/92 23 <br /> <br /> <br />
