14 <br /> <br /> Robert Allen, 223 Donner Avenue, Livemore, member of the <br /> Toll Road Task Force, referred to a map and pointed out where the <br /> proposed road would be built and the traffic impact it would bring <br /> to the city. The toll road would basically run in a north-south <br /> direction, west of Isabel and not divide regions of Livemore. It <br /> would be a toll free freeway link between 1-580 and Stanley <br /> Boulevard. This would enhance the access between Pleasanton and <br /> the Altamont at no cost to the taxpayers. Tolls would apply only <br /> south of Stanley Boulevard to 680. He understood that the users of <br /> the road would be paying the cost, not using Measure B funds. <br /> (Charts were given to Council). This chart explained the increase <br /> in gas taxes through the years. He believed that the gas taxes <br /> should be increased to maintain the same ratio of per mile charge. <br /> Mr. Allen supported the toll road and believed that this was an <br /> improvement that would eliminate the traffic going through the <br /> city. <br /> <br /> Pat Stillman, Sunol, spoke in opposition to the toll road for <br /> two reasons: environmentally and morally. She believed that the <br /> road would be growth inducing and create more gridlock onto 1-680. <br /> She was strongly opposed to using public funds while the state is <br /> in such a financial position. <br /> <br /> Richard Glenn, representing the Pleasanton Chamber of <br /> Commerce and its Transportation Committee, stated that the Chamber <br /> was in support of the toll road and urged Council to adopt the <br /> draft resolution. He believed that there will not be state funding <br /> in the near future for Highway 84 project and that both cities <br /> (Pleasanton and Livemore) would benefit from the traffic relief. <br /> The tollway as proposed would compliment the Regional <br /> Transportation Program. He pointed out that there had been no <br /> indication that Measure B funds would be used for the tollway. <br /> <br /> Robert Cordtz, 262 West Angela, spoke in favor of the toll <br /> road. He complimented staff on the report presented to Council <br /> this evening. He referred to page 3, item 2 and stated that he <br /> believed that there was a misuse of Measure B funds for the Isabel <br /> extension. He urged Council to vote for this project. <br /> <br /> Dennis Parker, 150 17th Street #202, Oakland, represented the <br /> California Tollway Company, indicated that the Company supported <br /> the staff recommendation and agreed with the general conditions and <br /> the conditions that were identified by the Chamber of Commerce. He <br /> pointed out that they disavow any interest in Measure B funds. He <br /> believed it was imperative that Pleasanton, Livemore and Dublin <br /> pursue their own avenues in finding ways to fund State Route 84 <br /> improvements. Mr. Parker encouraged the City of Pleasanton to <br /> participate in the EIR process. The Company believes, after <br /> studying the traffic patterns between Tracy and 1-580/I-680 <br /> Corridor, that from an economic standpoint, there is enough travel <br /> demand to warrant his company investing a substantial amount of sum <br /> of money in further studies.
