5. APPROVAL OF MAIN STREET DESIGN DETAILS (SR 93:126) <br /> <br /> Jerry Iserson presented the staff report regarding the remaining design details to be <br />selected and the recommendations of the Planning Commission and Design Review Board. <br /> <br /> Ms. Scribner reminded Council of the original plan for downtown and the purpose of <br />making it comfortable and inviting. She strongly urged Council to reinstate the enlarged comers <br />and other original design features. <br /> <br /> Ms. Dennis believed the downtown needed trees and was also in favor of the bulb-outs <br />for reasons of safety and to allow the tile art work. <br /> <br /> Mr. Tarvet appreciated all the time spend on the project. He originally believed the <br />bulb-outs and tree pop-outs would change the character of downtown, but has changed his <br />position on the bulb-outs and believed they will help attract pedestrians. I-Ie further expressed <br />his agreement with the recommendations for the treatment in front of the Veterans Hall and the <br />Museum. <br /> <br /> Mr. Pico was still opposed to the bulb-outs because it would change the downtown <br />character and cause traffic problems. He felt there was too much cobblestone area proposed and <br />disagreed with the amount of street furniture. <br /> <br /> Ms. Mohr was not opposed to the bulb-outs so long as the Traffic Engineer is <br />comfortable with the north/south traffic flow. <br /> <br /> Peter Shutts, 4904 Wingate Drive, member of the Design Review Board, indicated that <br />with or without the bulb-outs, the traffic lane width is the same. The key is pedestrian safety <br />and the more space between the cars the better. He also pointed out the enhanced comers will <br />unify the design element and are also better for meeting the ADA requirements for handicap <br />safety. <br /> <br /> Brian Dutchover, 5579 San Antonio Street, expressed his disappointment with the design <br />changes. He was in agreement with the Planning Commission/Design Review Board <br />recommendations and was in favor of the bulb-outs. He also supported the special bricks in <br />front of the Veterans Hall. <br /> <br /> Gene Finch, 8019 Jorgensen Lane, believed business downtown has been in trouble for <br />years and this is a golden opportunity to assist them. He was in favor of the bulb-outs. <br /> <br /> A1 Bronzini, 719 Main Street, was opposed to the bulb-outs for traffic reasons and <br />because he felt it would change the look from turn of the century to more contemporary. <br /> <br />3/30/93 <br /> Page 2 <br /> <br /> <br />
