100 <br /> <br /> A1 Dutchover, 1686 Holly Circle, expressed his disappointment <br /> with the Council decision. If only Main Street improvements are -- <br /> done, the revitalization aspect is lost and he urged Council not to <br /> turn its back on the downtown people. <br /> <br /> The public hearing was closed. <br /> <br /> Ms. Mohr expressed her appreciation for the work of Ms. <br /> Scribner and indicated her regret at the anxiety of the speakers. <br /> She stated that Council has listened to all, even though it can not <br /> agree with every one. She was not in favor of postponing the <br /> project and indicated there were health and safety reasons for <br /> repairing the sewer and water lines now. <br /> <br /> Mr. Pico understood the concern for benches, trees and <br /> planters and indicated a place would be found for them, as well as <br /> for the art work. He believed the request for more renderings was <br /> reasonable and was willing to have more input by design <br /> professionals. He reiterated that he was not in favor of the bulb- <br /> outs and pop-outs. <br /> <br /> Mr. Tarver indicated this was a really tough decision to make <br /> and he appreciated all the work done on the project. He urged <br /> people to continue to volunteer. Mr. Tarver stated the only clear <br /> message through all this is that the community wants Main Street to <br /> get done and not be postponed again. <br /> <br /> Roy Weinzheimer, Joe Foster Excavating, Livermore, indicated <br /> the bid should be awarded on the basis of the lowest base bid. He <br /> believed there was confusion regarding Alternate 7 and any <br /> additions or deletions should be handled separately. <br /> <br /> Council discussed the bid and what items were included, i.e. <br /> bulb-outs or pop-outs. Council was assured by staff that Redgwick <br /> would stand by its bid and the design elements of bulb-out or pop- <br /> out were in the bid. The changes would be a matter of deleting the <br /> quantity of material needed. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Mohr, that Council <br /> finds the subject project is exempt from the requirements of CEQA <br /> and authorize recording of the Notice of Exemption. <br /> The vote was as follows: <br /> AYES: Councilmembers - Mohr, Pico, Scribner, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 02/23/93 4 <br /> <br /> <br />
