Improvements will be a <br />combination of cash and bonds, but the debt service on bonds is <br />very expensive. <br /> <br /> Betty Hysted, 2412 Heatherlark Circle, inquired about the <br />connection fee. She also wanted assurance that the Sewer Fund is <br />kept separate. <br /> <br /> Mr. Tarver stated the Council has made sure that new <br />development pays for expansion and existing rate payers do not <br />subsidize that process. He assured Ms. Hysted that the Sewer Fund <br />is entirely separate and is not used for anything else. <br /> <br /> There being no further testimony the public hearing was <br />closed. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, that <br />Ordinance No. 1587 be introduced, to be read by title only and <br />waiving further reading thereof, amending the sewer rates and <br />charges, to adopt Resolution No. 93-11, amending the Master Fee <br />Schedule, to authorize the transfer of $1.1 million in Sewer <br />Maintenance and Operating (M&O) Fund reserves to the Sewer <br />Replacement and Improvement Fund; and to amend the 1992-93 Sewer <br />M&O transfer to the replacement reserve to be $312,500 instead of <br />$500,000. <br />The vote was as follows: <br />AYES: Councilmembers - Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7.
