He did not -- <br /> believe that reducing the units to five would have allowed the kind <br /> of prices that were to be charged. Most of the density is already <br /> there and seven units will not cause more problems. He commended <br /> Rotary for their efforts and was excited about providing this kind <br /> of housing in Pleasanton. <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, to adopt <br /> Resolution No. 93-09, approving the application for lower-income <br /> exemption to the Growth Management Program for PUD-92-8. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Mohr, Scribner, and Mayor Tarver <br /> NOES: Councilmember Pico <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 6d <br /> RZ-92-4, City of Pleasanton <br /> Application to amend the Pleasanton Municipal Code to: (1) create <br /> incentives for property owners to retain and upqrade unreinforced <br /> masonry buildinqs; and (2) create an incentive for Downtown <br /> property owners to allow public use of privately-owned, off-street <br /> parking facilities. (SR 93:39) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Mr. Pico asked if a building were expanded, would the owner be <br /> allowed to remove existing parking. <br /> <br /> Mr. Swift indicated no parking is allowed to be taken away. <br /> <br /> Ms. Acosta indicated that Council needs to be flexible with <br /> the program of incentives in order to retain buildings that might <br /> be lost due to the requirement of reinforcing them. Those cities <br /> that have been successful in retaining buildings have shown <br /> flexibility. The buildings will have to be taken on a case by case <br /> basis. So far there has been much success in Pleasanton. <br /> <br /> Mr. Pico expressed concern about the ability to expand into <br /> parking areas. Expanding up may remove some historical character <br /> of the buildings to be saved. <br /> <br /> Ms. Acosta indicated staff is looking at the situation. <br /> <br /> Ms. Scribner indicated this issue came before the Downtown <br /> Task Force as part of the revitalization effort. The Task Force <br /> wanted to maintain the historical ambiance of downtown and <br /> discussed a historical preservation ordinance that would consider <br /> these issues. <br /> <br /> 01/19/93 12 <br /> <br /> <br />
