45 <br /> <br />could allow Dublin to change its general plan to allow residential <br />development in the area. He stated that whatever plan is <br />presented, there is a need to maintain a non-residential corridor <br />for aircraft taking off to the west consistent with FAAIFR heading <br />of 020. In terms of economics, this airport does provide regional <br />benefit. He felt there is a significant financial impact on <br />Livermore. He believed the County proposal would be acceptable in <br />terms of the modification of the area, however Zone B use is <br />incompatible with the whole concept of the APA.' He wanted a <br />contract with the City of Livermore and the airport that prohibits <br />expansion of the runways. The only real control is the number of <br />runways. He further stated his desire for the Airport Committee <br />with Pleasanton representation. <br /> <br /> Ms. Mohr stated Dublin has its own problems and it has been <br />two and a half years working on the EIR. She did not see that <br />there was a rush for Dublin to develop. She preferred to spend <br />more time negotiating an agreement that would give a higher <br />security than an ordinance, which could be changed by subsequent <br />Councils. She did want an EIR, because she felt there would be a <br />requirement for EIRS on a piecemeal basis as each parcel of <br />property develops. She prefers a master EIR for the whole area. <br />The need for an EIR could be discussed by the Committee, which <br />everyone seems in support of. She was not sure from a legal <br />perspective what any decision Pleasanton makes would have on <br />Dublin. She does not believe Dublin would appreciate that, just as <br />Pleasanton would not appreciate being told what it could do with <br />the Staples Ranch. <br /> <br /> Mr. Roush indicated Dublin would not be bound by any decision <br />of Pleasanton. However, it may want the information to include in <br />its considerations. <br /> <br /> Ms. Scribner indicated she was very much in favor of the <br />protection zone. She felt development in Zone B is ludicrous. <br />Zone C is useful in informing the residents of the noise factor. <br />She feels the committee should be established. She believed the <br />EIR decision should be left up to them. She does not want to wait, <br />but there may be some reason not apparent at this time. She <br />perceives this as a layer of zoning rather than an environmental <br />impact. The only way of protecting the existing residents is to <br />come to some contractual agreement limiting the runways. The <br />committee may have some other option to limit further noise for <br />existing residents. <br /> <br /> Mayor Tarver indicated the EIR should be referred to the <br />Committee. He didn't know if it was possible to ask Dublin to hold <br />off any action until the Committee makes its determination. He <br />agreed Zone B is totally incompatible with the airport.
