There is a need to find <br /> a way to save this regional resource and have cooperation among <br /> jurisdictions. <br /> <br /> Ms. Acosta indicated staff needed a motion on what kind of <br /> letter to send to the ALUC. <br /> <br /> Ms. Mohr asked if Mr. Swift knew the status of Dublin's plans. <br /> <br /> Mr. Swift indicted that the East Dublin Plan is scheduled for <br /> hearing later this month before the Council on the EIR and general <br /> plan and specific plan modifications, with action to occur in <br /> February. <br /> <br /> Mr. Walsh indicated Dublin has requested a hearing before the <br /> ALUC in February. <br /> <br /> Mr. Tarver feels there is a rush on Dublin's part, which is <br /> dangerous for Pleasanton. <br /> <br /> Mr. Pico suggested that the letter request the ALUC to delay <br /> any action on the Dublin request until the jurisdictions work out <br /> a plan. If the ALUC doesn't delay, Pleasanton needs an alternative <br /> position. <br /> <br /> Ms. Mohr asked if Dublin can move ahead to certify its EIR <br /> without determining consistency. <br /> <br /> Mr. Roush believed that whatever APA is in effect needs to be <br /> found to be consistent with Dublin's plan. If there is no APA <br /> established, then the General Plan could go forward without a <br /> finding of consistency. <br /> <br /> Mr. Pico felt the agency in control at this point is the ALUC <br /> and Pleasanton needs to strongly urge it to delay action. <br /> <br /> Mr. Tarver felt that the ALUC could delay, but Dublin could <br /> proceed without its determination. Unless Dublin agrees not to go <br /> forward until the ALUC establishes an APA, he would rather have <br /> this APA in place. <br /> <br /> Mr. Pico indicated there was a choice of telling the ALUC that <br /> Pleasanton prefers a delay, or if the ALUC does not delay its <br /> decision then Pleasanton prefers the Livermore APA or the County <br /> modification without Zone B. <br /> <br /> Mr. Walsh indicated there is a 60 day review period running. <br /> Unless Dublin agrees to extend that, the ALUC must make a decision <br /> by March. <br /> <br /> 1/12/93 <br /> 10 <br /> <br /> <br />
