She asked if other matters could be reconsidered. <br /> <br /> Mr. Pico indicated he was not asking for substantial changes <br /> and if he was the only voice, he did not want to have the report <br /> from staff. <br /> <br /> Mr. Tarver deferred to Ms. Scribner regarding whether to <br />revisit any design issues. <br /> <br /> Ms. Scribner firmly indicated there was no desire to revisit <br />this issue. The matter had been thoroughly discussed and many <br />compromises were made. People have an expectation that the project <br />will go forward. Reopening it will require reconsideration of <br />everything. With regard to the bulb-out corners, they are <br />engineered based on the size of the sidewalk and any change should <br />be referred to Roger Higdon. It was not clear how much impact a <br />one foot change would make. <br /> <br /> Mr. Pico pointed out the problems that the City of Fairfield <br />has with their bulb-outs. He reiterated his strong opposition to <br />the tree pop-outs. <br /> <br /> Mr. Tarver indicated he did not want to delay this project. <br /> <br /> Ms. Acosta indicated that changes could be made at a later <br />date, but at greater expense. It is important to have a firm <br />decision at this time, as the bids are already out. If Council <br />wants to discuss this on the 19th, an addendum could be prepared <br />and notice sent. <br /> <br /> Mr. Tarver asked if Council could just award the contract and <br />then make changes. <br /> <br /> Ms. Scribner indicated there would be protest from those who <br />made compromises and lost on issues and she was not in favor of <br />discussing any changes. <br /> <br /> Mr. Tarver suggested postponing any contract modifications <br />until the next Councilmember is elected. He also believed staff <br />would be in a better position to negotiate a contract then ask for <br />changes at a later date. <br /> <br /> Ms. Scribner feels that if Council changes what has already <br />been decided, the community will be extremely upset. <br /> <br /> Mr. Pico expressed his belief that it was his duty to express <br />his concerns and those of the community. <br /> <br /> It was decided that the item would not be placed on the agenda <br /> <br />1/12/93 <br /> 13 <br /> <br /> <br />
