48 ABSTAIN: None It was moved by Ms. Scribner, seconded by Mr. Pico, to continue consideration of Council Operating Procedures to the next workshop on January 26, 1993 The vote was as follows: AYES: Councilmembers Mohr, Pico, Scribner, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None 3. COUNCIL COMMITTEE REPORTS - CONTENT AND TIMING Council discussed methods of being made aware of pending issues which need action. It was suggested that a memo be prepared on issues that will need Council input. Ms. Acosta indicated that could be done and included in the agenda packet. Ms. Scribner indicated the individual representative is responsible for getting the information out to the Council by whatever way is appropriate. It was moved by Ms. Scribner, seconded by Ms. Mohr, that with respect to the various Committees on which Councilmembers serve, the agenda of the next meeting, and the minutes of the previous meeting, for such Committee will serve as the Council Committee Report unless there is action or potential action that needs to be discussed by the full Council, in which case some form of written communication from the Councilmember will need to be provided in a timely manner. OTHER ISSUES OF INTEREST TO COUNCILMEMBERS Mr. Pico thanked staff for the work on the downtown mock-up and for all the time spent. It was very easy to see the impact. He reiterated his concerns about the bulb-out corners and the pop- outs for the trees. He requested reducing the diameter of the bulb-outs by one foot. Those amendments to the plan would allow him to support the downtown improvements. He cannot support it as it is now. Ms. Acosta indicated Council could not make a decision on that tonight because it is not on the agenda for action. 1/12/93 12
