26 <br /> <br /> Item 12b <br /> Report on the Action of the Contra Costa County Board of <br /> Supervisors reqardinq the Douqherty Valley Area <br /> <br /> Mr. Tarver asked if it was necessary to act on that in order <br /> to get on the next agenda to join the lawsuit if necessary. <br /> <br /> Mr. Roush indicated legal action regarding the EIR has to be <br /> taken within thirty days of December 22nd. Mr. Roush indicated <br /> there are many cities in Contra Costa County that are contemplating <br /> legal action. He will contact them and get a status. If there is <br /> direction to join, he believed there is enough time to get on an <br /> agenda. <br /> <br /> The matter was then continued to the next agenda. <br /> <br /> Item 12c <br /> Downtown Marketinq Durinq Construction <br /> <br /> Ms. Acosta indicated Council has authorized going out to bid <br /> for the construction of public improvements to Main Street. As <br /> part of the downtown revitalization plan as recommended, there was <br /> discussion about allocating funds for marketing downtown during the <br /> construction period. Staff recommends entering into an agreement <br /> with the Downtown Association for the full amount of $50,000. <br /> <br /> Mr. Pico indicated he has an office downtown and by law is <br /> required to be a member of the Downtown Association. He asked if <br /> he was required to abstain from voting on this issue due to a <br /> conflict. He believed, however, that this was different from the <br /> downtown plan. In this instance, money is going to an organization <br /> of which he is a member, even though he does not participate in the <br /> distribution of funds. <br /> <br /> Mr. Roush suggested in the interest of caution that Mr. Pico <br /> abstain. It is not clear that there is a conflict of interest, but <br /> the safest course of conduct would be to abstain. <br /> <br /> Pat Lane, Executive Director of the Pleasanton Downtown <br /> Association, 603 Main Street, urged Council to adopt this plan and <br /> assured Council the funds will be kept separate from the assessment <br /> funds. <br /> <br /> Mr. Tarver appreciated the way staff is handling this and he <br /> believes it is a good plan <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, to <br /> authorize staff to enter into an agreement with the Pleasanton <br /> Downtown Association for the implementation of a marketing <br /> promotion effort for the one year during the main street <br /> reconstruction. <br /> <br /> 1/5/93 2e <br /> <br /> <br />
