SPECIAL AND INFORMATION REPORTS <br /> <br />Item 7a <br />Actions of the Zoninq Administrator and Planninq Commission <br />(IR93:02 <br /> <br /> Ms. Scribner expressed concern about advertising on awnings <br />downtown and asked if the Municipal Code allowed that. <br /> <br /> Mr. Swift indicated it did allow generic advertising. <br /> <br /> There were no appeals. <br /> <br /> Mayor Tarver indicated that there are still a couple of items <br />that must be considered despite the lateness of the hour. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Scribner, that <br />Council accept the reports for items 9a through 9g. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Tarver asked if there were objections to hearing items <br />12a, 12c and 13a this evening regardless of the hour. There were <br />none. All other items are to be continued to the next agenda. <br /> <br />~2. REPORTS OF THE cITY MANAG=R <br /> <br />Item 12a <br />Reconsideration of Ordinance No. 1579 (Kottinqer Hills Development <br />Plan) <br /> <br /> There were no questions of staff from Council. <br /> <br /> Becky Dennis, 838 Gray Fox Circle, believed that Council <br />should postpone the decision until the full Council can vote on the <br />matter. She felt the voters should have the opportunity to express <br />themselves on Kottinger Hills by electing a fifth councilmember to <br />represent them on the issue. She stated she is a known opponent of <br />the Kottinger Hills project and an organizer of the referendum <br />against the project. If she is elected, she believes part of the <br />reason would be her active opposition to the project. There were <br />voters who signed the petition, who wanted time to review the <br />project and postponing a decision until after there is a full <br />council takes nothing away from these people. The coming election <br />is the residents' opportunity to determine how the council will <br />represent them on this issue as well as others. As Thomas <br />Jefferson said, "It is better to delay than to err." Ms. Dennis <br />wanted the voters to decide the major question of their <br /> <br />1/5/93 21 <br /> <br /> <br />
