The General Plan includes a 75%/25% <br /> ratio of high density to single-family development as a goal for <br /> the City. Over the last few years, the City has picked up <br /> additional high density zoning in other areas of town that are even <br /> more appropriate than this particular site. Ms. Mohr stated that <br /> the City is being given the opportunity to get entry level housing. <br /> She believed that this type of project is in very high demand and <br /> much needed in the City. She did not consider this a gateway to <br /> the City as much as a "back door" to the City. She felt that this <br /> would beautify this entrance to the City. <br /> <br /> Mayor Tarver asked if it was possible to have a project that <br /> is high density that would not be apartments. <br /> <br /> Mr. Swift answered yes. He explained that eight units per <br /> acre is the break, that would be any kind of townhouse usually in <br /> a ten to twelve acre range. Condominiums are typically in the 14 <br /> to 17 and apartments range from 17 to 26 units per acre. <br /> <br /> Ms. Scribner agreed that there is a genuine need for this type <br />of housing in Pleasanton. She was not convinced that this property <br />is the perfect place for it but she was not willing to change it to <br />a different use. She would have preferred a higher density on this <br />property. She did not think that it was appropriate to change the <br />density at this time. Ms. Scribner felt that the gateway will be <br />a well-landscaped entrance. She was concerned with the lack of <br />ability to make a left hand turn out of the project. She asked <br />that staff look into alternatives in order to be able to do so. <br />She was also concerned that the Irby's interests be protected. If <br />that means that additional conditions be added to the tentative map <br />so that discussions will continue, she would support that. <br /> <br /> Mr. Pico was concerned that affordable housing projects are <br />being placed in the most negative places in the City. He commended <br />the neighbors for their support of affordable housing. He wanted <br />to reassure the neighbors that he was not against affordable <br />housing because he did not support this project. Mr. Pico <br />reiterated that this was a wrong land use. He thought that the <br />Irby family was not being treated fairly through this process. <br /> <br /> Mayor Tarver explained that when this property was rezoned <br />from Commercial to High Density he supported it in order to get <br />affordable housing. When this modified plan came back, neither the <br />staff nor the Planning Commission approved of this use. The City <br />has made many compromises, but Mr. Tarver did not believe that the <br />City was getting what it wanted from the project. He objected to <br />having to place affordable housing in bad locations, but that seems <br />to be the way it works because bad locations don't cost as much in <br />terms of their land values. <br /> <br />1/5/93 15 <br /> <br /> <br />
