13 <br /> <br /> Steve Reynolds, 269 Rachel Place, Country Roads Homeowners <br />Association, spoke in favor of this project. He stated that the <br />Homeowners have worked with the applicant very closely and were <br />pleased that Kaufman and Broad were willing to change aspects of <br />the project to alleviate some of the concerns. The neighbors are <br />very satisfied with the product and the price range that is being <br />provided. He stated that there was a genuine need for this type of <br />housing in Pleasanton. He believed that there was not a noise <br />issue (trains) because of the soundwalls and barriers. Mr. <br />Reynolds urged Council to approve this project. <br /> <br /> Mayor Tarver asked for a show of hands for those residents of <br />Country Roads who supported Mr. Reynolds' statements. <br /> <br /> Norman Hansen, 225 Rachael Place, was concerned with <br />liveability and property values. He preferred to leave this <br />property undeveloped but if development is needed than he would <br />rather have this project. <br /> <br /> David Brent, 227 Rachel Place, supported Mr. Reynolds' <br />comments and added that Kaufman and Broad put a lot of effort into <br />meeting with individuals as well as the Homeowners' Association. <br />He believed that there are enough apartment buildings and high <br />density in Pleasanton. He asked that Council approve this <br />development. <br /> <br /> Joe Callahan, 5674 Stoneridge Drive, #209, Pleasanton, <br />explained that there was a major study done in 1988/89/90 on the <br />alignment of Stanley Boulevard and Del Valle Parkway. The final <br />decision by Council was based on staff recommendations which were <br />as follows: 1) the impact on heritage trees along Stanley <br />Boulevard; 2) easements of southern alignment of Stanley Boulevard; <br />and 3) grading and alignment of Stanley aimed at the existing Del <br />Valle bridge structure. Staff conditions include that Mr. Irby is <br />to be compensated at fair market value for the property. He <br />believed that once this project is complete, it will make for one <br />of the more attractive entrances into the City. Mr. Callahan did <br />not believe that there was a view shed problem. He referred to his <br />project which had similar traffic conditions (left turns) and <br />stated that there was no need to have such condition included with <br />this project. He concluded that this project was a good market <br />project that is a highly appropriate use. <br /> <br /> Steve Worth, 249 Rachael Place, spoke in favor of this <br />project. He likes the atmosphere of downtown and believed that <br />this project is in the perfect location as residents can walk <br />downtown. He did not believe that the train noise was an issue <br />because of the soundwalls that would be placed around the project. <br /> <br /> Earl Augusta, 713 Camolia Court, Ripon, owner of property next <br />to this project, spoke in favor of the project. He was pleased <br />that Kaufman and Broad worked closely with him to be sure he was <br /> <br />1/5/93 13 <br /> <br /> <br />
