203 <br /> <br /> In response to Council's questions, Ms. Acosta explained that staffs greatest concern was <br />whether the Senior Center was the appropriate building to house a very large crowd. <br /> <br /> Council agreed to allow the Octobeffest to be held at the Senior Center with the <br />understanding that it must meet the fire safety requirements. <br /> <br />13, MATI'ERS CONTINUED FOR DECISION <br /> <br />Item 13a <br />Request for Council to Take a Position on Highway 238 (SR93:300) <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Dennis, to support include Route <br />238 Hayward Bypass Phase III in the 1993 Alaemda County Congestion Management Plan, <br />honoring the priorities of other political jurisdictions, as long as the equities of fund distribution <br />between the four county areas are continued so as not to jeopardize future Pleasanton Area IV <br />project priorities. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 13b <br />Request for Sewer Connection and Approval of PrO-Annexation A~reement for Naval and <br />Doud (4.6 ae. on Sycamore Road} (SR93:272) <br /> <br /> Roger Manning, 4725 First Street, described the parcel and reiterated his request for <br />sewer connection. He believed that this would be a benefit to the City and the homeowners. <br />He requested Council to approve this request. <br /> <br /> Ms. Mohr asked if the City could control the design if this connection were allowed. <br /> <br /> Mr. Roush answered that could be a condition of approval. <br /> <br /> It was moved by Ms. Mohr, approving the request to connect to the City Sewer System <br />and approval of a Preannexation Agreement for Navai and Dowd subject to the City having <br />design review approval. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mayor Tarver believed that another study is needed on the South Sycamore area. <br /> <br />08/17/93 5 <br /> <br /> <br />
