203 In response to Council's questions, Ms. Acosta explained that staffs greatest concern was whether the Senior Center was the appropriate building to house a very large crowd. Council agreed to allow the Octobeffest to be held at the Senior Center with the understanding that it must meet the fire safety requirements. 13, MATI'ERS CONTINUED FOR DECISION Item 13a Request for Council to Take a Position on Highway 238 (SR93:300) It was moved by Ms. Scribner, and seconded by Ms. Dennis, to support include Route 238 Hayward Bypass Phase III in the 1993 Alaemda County Congestion Management Plan, honoring the priorities of other political jurisdictions, as long as the equities of fund distribution between the four county areas are continued so as not to jeopardize future Pleasanton Area IV project priorities. The roll call vote was as follows: AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None Item 13b Request for Sewer Connection and Approval of PrO-Annexation A~reement for Naval and Doud (4.6 ae. on Sycamore Road} (SR93:272) Roger Manning, 4725 First Street, described the parcel and reiterated his request for sewer connection. He believed that this would be a benefit to the City and the homeowners. He requested Council to approve this request. Ms. Mohr asked if the City could control the design if this connection were allowed. Mr. Roush answered that could be a condition of approval. It was moved by Ms. Mohr, approving the request to connect to the City Sewer System and approval of a Preannexation Agreement for Navai and Dowd subject to the City having design review approval. The motion died for lack of a second. Mayor Tarver believed that another study is needed on the South Sycamore area. 08/17/93 5
