181

Mayor Tarver believed that this matter should be referred to the General Plan Review
Committee. He felt that neighborhoods should be protected from cross-through traffic, but was
hesitant in making a decision this evening.

Ms. Dennis was not comfortable with opening Mirador Drive at this time. She was
concerned for the safety of pedestrian/school children and traffic. She agreed that the General
Plan Review Committee should review this matter. Ms. Dennis was also concerned with
protecting older neighborhoods from new development.

Ms. Mohr referred to the emergency access question and pointed out that the fire station
that is on Railroad Avenue was going to be moved to the San Francisco property in the future.
She believed that this matter should be decided this evening rather than refer it to the General
Plan Review Committee. Ms. Mohr supported staff recommendation to keep Mirador Drive
open.

Mr. Pico agreed that this matter should be resolved this evening. He believed that the
Angela and Windmill areas will be greatly impacted if Mirador is opened. He felt that other
.alternatives are available to resolve this traffic problem. He was in support of amending the
General Plan and not opening Mirador Drive and blocking off or convening Angela Street into
a one-way street.

There was discussion on the traffic routes.

It was moved by Ms. Scribner, and seconded by Ms. Mohr, not to change the General
Plan and keep Mirador Drive open.

The roll call vote was as follows:
AYES: Councilmembers Mohr and Scribner
NOES: Councilmember Dennis, Pico and Mayor Tarver
ABSENT: None
ABSTAIN: None

It was moved by Mr. Pico to initiate an amendment to the General Plan to close Miradot
Drive between Abbie and Bernal.

The motion died for lack of a second.

It was moved by Ms. Dennis, and seconded by Mr. Pico, to initiate an amendment to the
General Plan to close Mirador Drive by referring this matter to the General Plan Steering
Committee for further recommendation; a temporary barricade would be placed on Mirador
Drive until a decision is made.

08/03/93 7
