Workshoo on the Five Year Capital Improvement Program (C.I.P.) for Fi~c, al Y~r <br /> 1993-94 to 1997-98 (SR 93:262) <br /> <br /> Mr. Bocian presented the staff report and reviewed the changes in the presentation of the <br /> document. It was pointed out that projects are listed for years when the funds are actually in <br /> hand. This avoids the expectation of the citizens that a certain project will be built, and their <br /> disappointment when funds are not available. <br /> <br /> Mr. Tarver requested that a means be found to tie in the previous year CIP Project <br /> Projections with projects contained in the current years program. <br /> <br /> Mr. Pico questioned how the fund balances are shown. <br /> <br /> Mr. Bocian indicated some projects funded in 1992 are shown as funded again in 1993-94 <br />due to scheduling situations. He cited the 800 MHz radio system and the Main Street project. <br />Ms. Rossi indicated that a review of the third quarter report identifies these projects and shows <br />a Fund carry over. <br /> <br /> Mr. Pico had several questions regarding the time of collection and allocation of park <br />dedication fees. He also expressed a desire to see the value of land donated for parks. He then <br />asked if there was a reserve for unfunded projects and why no balances are indicated for 96/97 <br />and 97/98. <br /> <br /> Mr. Bocian indicated it was difficult to estimate park dedication fees due to the fact that <br />it is uncertain what projects will develop; what projects will dedicate land or pay fees; and some <br />projects are not required to do either. A Fund balance is not shown because funds are either <br />allocated to a specific project and therefore unavailable for spending, or else the funds are <br />marked for the facilities reserve. <br /> <br /> Mr. Tarver referred to the Facilities Master Plan and asked to see how those projects will <br />be funded in the next few years. <br /> <br /> Ms. Acosta indicated a new park dedication fee proposal will come before Council soon. <br />She further explained that some moneys are reserved for parks projects and as the year unfolds <br />staff picks projects to assign funding for. In other areas, such as streets, there are ongoing <br />projects and specific funding. <br /> <br /> Mr. Tarver indicated it is important for the community to understand what the City's <br />priorities are.
