If Alameda County enters the agreement, it would be better because most of <br /> the land is under Alameda County's control. <br /> <br /> Sharrell Miehelotti, 7873 Olive Court, had several questions regarding the agreement: <br /> could Alameda County enter the agreement after the election; would each agency have power <br /> of denial of another agency' s general plan; what control does Pleasanton have to prevent another <br /> "Hayward Hotel*? <br /> <br /> Mr. Tarver indicated Alameda County could enter the agreement at a later date and one <br />(.C) agency could deny any of the other two agency's general plan changes. <br /> <br /> Mr. Swift pointed out there are two buildable lots under the existing Hayward <br /> regulations. This agreement allows review of any proposals using common design guidelines. <br /> <br /> Ms. Michelotti referred to the suggestion of Mr. Pico to have a special election in March. <br /> She believed the citizens may object to spending so much money on special elections. She felt <br /> this is a representative government and the Council should be making the decisions. She <br /> supported referring the agreement to the General Plan Review Committee. <br /> <br /> Ms. Mohr asked if the Planning Commission reviewed the agreement, would it have <br /> suggestions for *free tuning". Ms. Michelotti did not know since she had not read the <br /> agreement. <br /> <br /> Mr. Swift indicated there is no requirement to refer the agreement to the Planning <br /> Commission or the Committee. <br /> <br /> Ms. Mohr inquired if the Planning Commission had ever discussed the regional planning <br /> concept. <br /> <br /> Ms. Michelotti replied they had only brief discussions, never as an agenda item. <br /> <br /> Ms. Dennis asked if the Planning Commission had commented on a joint powers <br /> agreement. <br /> <br /> Ms. Michelotti responded that at one time it seemed likely, however things have changed. <br /> There are areas that might be possible for development because they would provide more <br /> accessible open space. <br /> <br /> Ms. Michelotti then asked how binding this agreement is on future Councils? <br /> <br /> 06/22/93 <br /> Page 5 <br /> <br /> <br />
