92 <br /> <br /> Ms. Mohr indicated Hayward is offering very little because most of its property is <br /> already purchased by the Park District. She felt Pleasanton should really be dealing with <br /> Alameda County. <br /> <br /> Martin Inderbitzen, 5000 Hopyard Road, requested that this agreement be referred to the <br /> General Plan Review Steering Committee. He stated that Vrior requests for general plan <br /> changes, such as Vineyard Corridor, San Francisco property s~eific plan, Hacienda Business <br /> Park, etc. have all been referred to the General Plan Committee. In those instances, there was <br /> a lot of input obtained from property owners and with this agreemc~:~. there has been no input <br /> from anyone. He was especially concerned about the concept of :~ ~ i onal planning and the <br /> delegation of power over Pleasanton's general plan by another agency, <br /> <br /> Mr. Inderbitzen further stated that the committee is about to embark ', a lengthy review <br /> of the general plan with no restrictions and he was concerned that this agree,,~ ;'nt would affect <br /> that. He believed putting the agreement on the November ballot would deny c. ~zen review. <br /> <br /> Robert Cordtz, 262 West Angela, supported the staff recommendation to put the <br /> agreement in final form and come back to Council in July with a proposed Initiative Measure. <br /> Mr. Cordtz believed this issue should be resolved once and for all. <br /> <br /> Marty Greist, 5470 Foothill Road, believed this is an attempt to bypass Measure Mar, d <br /> wanted the citizens to have an opportunity to address the issues. <br /> <br /> Elaine Tolari, 9550 Sanlos Ranch Road, objected to the Council trying to move ahead <br /> without input from the property owners. She owns an approved building site on the ridge. <br /> <br /> Manny Joel, 547 Foothill Road, inquired how this agreement would affect his property <br /> and whether he could rebuild the 70 year old barn. He stressed he is not developing his <br /> property, just replacing his barn. <br /> <br /> Mr. Tarver indicated Mr. Joel would still apply to Pleasanton for review. The agreement <br /> only applies to general plan changes. <br /> <br /> Mr. Joel did not see how this agreement would prevent Hayward from approving <br /> construction of a house on the ridge visible from Pleasanton. <br /> <br /> Mr. Tarver pointed out Hayward is supposed to detach to Pleasanton, however if this <br /> does not happen, there is nothing to prevent it from approving such a structure. <br /> <br /> Mr. Joel then asked what is the benefit to Pleasanton and why is it important to get this <br /> on the November ballot ignoring the citizen review process? <br /> <br /> 06/22/93 <br /> Page 4 <br /> <br /> <br />
