90 <br /> <br /> Ms. Dennis inquired which areas are available for development. <br /> <br /> Mr. Swift pointed out the area at Palomares which is in the Castro Valley Sphere of <br /> Influence. <br /> <br /> Ms. Mohr asked for an explanation of Alameda County's conditions determining a legal <br /> building site. <br /> <br /> Mr. Swift indicated the key condition requires access to an approved street with some <br /> additional conditions. <br /> <br /> Ms. Mohr expressed her concern that a road similar to Santos Ranch Road could be <br /> allowed. Mr. Swift stated that is not allowed by the County due to its steepness, however the <br /> Hayward conditions would allow it. <br /> <br /> Ms. Scribner stated there are some lots with existing building permits. Mr. Swift <br /> responded that there are no active building permits within the Hayward area, but he was unsure <br /> about Alameda County. He did not believe there were any within the area Pleasanton has been <br /> looking at. <br /> <br /> Ms. Scribner asked what happens to those lots near the "Hayward Hotel" that have <br /> buildable sites. <br /> <br /> Mr. Swift explained the owners would apply to Hayward for building permits. Hayward <br /> has indicated its review process would adhere to the General Plan policies. <br /> <br /> Mr. Pico indicated the agreement makes no mention of Pleasanton's requirements under <br /> Measure M; i.e. review by the citizens' committee and vote by the people. <br /> <br /> Mr. Swift indicated paragraph 1, Land Use, of the agreement, was written with Measure <br /> M in mind. <br /> <br /> Mr. Pico inquired if this agreement were entered into by Pleasanton and Hayward, is <br /> there a strict time line in approving the general plan. Could both parties get out of the <br /> agreement if the citizens of Pleasanton do not agree to the general plan changes? <br /> <br /> Ms. Acosta indicated Hayward has this agreement on its agenda in July. <br /> <br /> Mr. Pico asked if Pleasanton must ratify this agreement in November 1993, or can <br /> Council take longer to have a citizens' committee review. <br /> <br /> 06/22/93 <br /> Page 2 <br /> <br /> <br />
