CLOSED SESSION <br /> <br /> A closed session was held at 6:30 p.m. to discuss potential litigation concerning <br /> refunding of various bond assessment districts. No action was taken. <br /> <br /> 2. CALL TO ORDER <br /> <br /> Mayor Ben C. Tarver called the Special Meeting of the City Council to order at <br /> 7:08 p.m. <br /> <br /> 3. ROLL CALL <br /> <br /> All members of the City Council were present, Staff members present were: Deborah <br /> Acosta, City Manager; Steven Bocian, Assistant City Manager; Dennis Beougher, Assistant City <br /> Attorney; Brian W. Swift, Director of Planning and Community Development; Joseph Elliot't, <br /> Director of Public Works and Utilities; Sue Rossi, Director of Finance. <br /> <br /> 4. Discussion of proposed A~reement between Ha_vward and Pleasanton concerning the <br /> Ridgelands and discussion of a pro_xx~sed Council initiated measure to place General Plan <br /> amendments concerning the Ridgelands on the November 1993 ballot. (SR 93:264) <br /> <br /> Ms. Acosta presented a brief review of the staff report. <br /> <br /> Ms. Mohr asked which properties had been purchased by the East Bay Regional Park <br /> District. <br /> <br /> Mr. Swift pointed out the areas on the ridge. <br /> <br /> Mr. Tarvet asked if this agreement was a significant change in terms of Pleasanton's <br /> General Plan. <br /> <br /> Mr. Swift indicated Measure M designates the area as "Public Health and Safety".
