81

not reflect a noticeable difference (5 % ). He further explained the changes to the quality of water
-- that happen throughout the year to the entire city. This well will serve as a back up to the
existing wells. Zone 7 limits the mount of groundwater taken.

There was discussion regarding the San Francisco Property and how its wells affect the
City water supply.

Ms. Acosta explained that Dublin has the ability of building its own well. Both cities
saw the opportunity to share the cost and to have an annual contribution to Pleasanton's system.

Mr. Cusenza stated that Pleasanton will not be using the Tassajara Reservoir for the
transition of water to Dublin. However, it is currently being considered to utilize this Reservoir
to provide water for the East Dublin project. Mr. Elliott added that the City of Pleasanton has
total control as to what this pipeline could be used for.

Mr. Roush reiterated the Memorandum of Understanding between the property owners
upon which the Reservoir sits and DSRSD concerning DSRSD's potential use of that water. Mr.
Roush was asked to give a copy of the MOU to Mr. Pico.

Robert Cordtz, 262 W. Angela, read a letter to Council {Zetter was given to Council).
He spoke in opposition to this agreement and asked that Council refer this back to staff for
further study. He asked what benefit this would give to the citizens of Pleasanton. He was also
concerned with the softerring of the water.

Ms. Mohr asked what the tradeoffs were to having this well.

Mr. Pico felt that there was significant questions and doubts with this agreement. He
was concerned with the water quality.

Mr. Swift explained that if Pleasanton uses 100% of the groundwater from this new well
then Zone 7 will deliver to Dublin from its groundwater basins within Pleasanton through its
own system. If Pleasanton delivers some of this water through this new well to Dublin then
Zone 7 would not have to deliver much groundwater to Dublin through its system and will
deliver it to Pleasanton. When there is no surface water, the cities will use groundwater and the
quality of that water is essentially the same because the wells are mostly in the same location.

Mr. Cusenza pointed out that the total cost of the Water Department and purchase of
water costs approximately $6 to $7 million.

Mayor Tarver was concerned with Section 7 of the Agreement. Dublin should be paying
for what they use. He was not comfortable with having a time limit on the agreement and the
definitions of the non-interruptable supply. He was worried about the legality of the agreement

06/15/93 9
