77 <br /> <br /> (~, .REPORT~ QF THE CITY MANAGER <br /> <br />Item 6a <br />Recommendation of Funding for SerViCe Hours with Alameda County for the Pleasanton <br />Library_ (SR93:252) <br /> <br /> Mr. Bocian presented the staff report. He noted that the hours of operation had been <br />mended. (Sunday, 1-5 p.m., Monday and Tuesday, 1-8 p.m, Wednesday and Thursday, 10 <br />a.m.- 6 p.m., Friday, closed, Saturday, 2-6 p.m.). <br /> <br /> In response to Council's questions and concerns Mr. Bocian explained the reason for the <br />hours set for the library. They never discussed the closing time in the meetings. All of the <br />books bought by the City are clearly marked. The library's funding is established through <br />property taxes and special library assessments. It is expected that the State will be taking these <br />monies from the City. The library meeting room will still be accessible after hours. Staff will <br />be considering and discussing a wide range of library issues throughout the year with the County <br />and all other cities served by the County. Staff will also reevaluate the management of the <br />meeting room. The $60,000 pays for administrative services of County staff and materials. <br /> <br /> Mayor Tarver asked if staff had considered the cost for managing the entire library rather <br />than having the County do so. <br /> <br /> Ms. Acosta explained that the City has general knowledge of the expenses and revenue <br />that is collected from Pleasanton residents. The County has control however, of the property <br />tax allocations and it is unclear whether legally the City could claim all Library revenue <br />collected in Pleasanton if it took over total management of the library system. This matter will <br />be evaluated this year. <br /> <br /> There was considerable discussion of the hours of use and the reason for the hours <br />chosen. Ms. Scribner and Mr. Pico believed that the hours of service should be consistent <br />throughout the week. <br /> <br /> Don Nunes, Pleasanton Library, described the usage during the chosen hours. He further <br />explained that mornings are times that are particularly advantageous for early school programs. <br />Early mornings are just as busy as the evenings. Between the hours of 8-9 p.m. are very quiet. <br /> <br /> Toni Rimer, Chairperson of the Pleasanton Library Commission, 5059 Monaco Drive, <br />shared her appreciation for the funding the City has given over the past years to the library and <br />then listed all of the City funded projects. <br /> <br /> Maureen Cilmury, Director of the Booldegger Program, described the Booklegger <br />Program and the history of it and then introduced Carmela Uhlemeyer and Christopher Croddy. <br /> <br /> A presentation was then made by the two bookleggers. <br /> <br />06/15/93 5 <br /> <br /> <br />
