63 <br /> <br /> Ms. Acosta explained that there is existing money remaining in one of the assessment <br />districts. Staff has considered making those funds available to traffic improvements within <br />NPID. Prudential would add additional monies. <br /> <br /> Paul Ebright, 5416 Blackbird Drive, spoke in opposition to this application. He was <br />concerned with the change to the zoning on certain lots, the height limitation, increasing traffic, <br />EIR inconsistencies, air quality and sewage capacity. Mr. Ebright asked that Council deny this <br />application until further studies are conducted. <br /> <br /> In response to Mr. Ebright's questions, Mr. Swift explained that currently each of the <br />lots in the Hacienda Business Park may be developed according to the use, height, floor ratio <br />and range provided in the PUD. He further explained the traffic mitigations and the service <br />level definitions. <br /> <br /> Angelina Summers, 4750 Suttergate Avenue, was concerned with the water, sewer and <br />traffic conditions this modification would effect. <br /> <br /> Peggy Purnell, 2473 Via de los Milagros, was not against commercial development in <br />the Park but was concerned with this particular modification. She was concerned with the <br />increase in traffic during day hours. She wanted Council to still be able to halt development if <br />traffic became too bad. <br /> <br /> Robert Pearson, 3590 Churchill Court, was concerned with the increase of traffic that <br />this modification would create. He was also very concerned that Hacienda's lots were going to <br />continue to be changed and believed that this should go to a vote of the people. <br /> <br /> Mavonne Garity, 1870 Tanglewood Way, asked how is it in Pleasanton's best interest <br />to give Prudential guaranteed sewage capacity. <br /> <br /> Mr. Roush stated that the City currently has the capacity. <br /> <br /> Ms. Acosta added that in allocating part of the remaining capacity to a development that <br />has already been approved by Council is somewhat of a benefit. <br /> <br /> Dave Pastor, 3613 Hawaii Court So., spoke in opposition to this application because he <br />believed that there is empty retail space in the City at this time. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> Council took a recess at 9:45 p.m. <br /> <br /> Council reconvened at 9:50 p.m. <br /> <br />06/01/93 9 <br /> <br /> <br />
