The development agreement recognizes that Prudential is not proposing to modify the <br /> development plan for their acreage Hacienda to add such. <br /> <br /> Mayor Tarver asked if the 580/680 flyover is a fully funded improvement. <br /> <br /> Mr. van Gelder answered no. He understood it to be funded primarily by Measure B, <br /> but local matching funds are still necessary. <br /> <br /> Ms. Acosta said that the pool of money that is being established under the agreement <br /> could be used for the subject flyover. <br /> <br /> Mr. Tarver declared the public hearing open on the application. <br /> <br /> Hai-ou Yang, representing Prudential Insurance Company of America, was available to <br /> answer any questions and thanked City staff for its efforts. He asked for Council approval. <br /> <br /> Mayor Tarver asked if Mr. Yang would agree that funds available under NPID #1 could <br /> be used to fund whatever is necessary regarding traffic mitigations. <br /> <br /> Mr. Yang answered yes. <br /> <br /> Mr. Pico confirmed that it was Prudential's specific intent that it will not be applying for <br /> residential use on this 280 acres in the future. <br /> <br /> Mr. Yang answered there were no plans at this time. He explained that Prudential's goal <br /> is to try to become market responsive. <br /> <br /> Mayor Tarver added that he and Mr. Pico had met with Prudential over many months <br /> to work out these amendments. <br /> <br /> The following people spoke in favor of this project: E~ene DeMarcus, 4542 Mohr <br /> Avenue; Donna Campbell, Executive Director of Valley Volunteer Center, 333 Division Center; <br /> Karen Faser-Middleton, 4695 Chabot Drive, Suite 114; John Walters, Pleasanton Convention <br /> of Visitors Bureau, 5990 Stoneridge Mall Road; Scott Guggenheim, Children's Theatre <br /> Workshop, 519 Kottinger Drive (read a letter from Ron Hyde, President of CTW); Tom Archer, <br /> 5454 Corte Paloma; and Keith Wardin, 2931 Liberty, Chamber of Commerce. There was <br /> general consensus from these speakers that this project would benefit the City's economy and <br /> would continue to support community activities. <br /> <br /> Tom Terrill, representing Reynolds & Brown, 1200 Concord Avenue, Concord, spoke <br /> in favor of this application. He asked if the refinancing of bonds, surplus monies in the District, <br /> and application of those funds to specific projects applied to only the 280 acres. <br /> <br /> 06/01/93 8 <br /> <br /> <br />
