99

Tom Quaglia, Greystone Homes, urged Council to move ahead with the modified growth
management program. He did agree with the idea of having the expiration dams for tentative
maps and growth management dovetail.

Brad Hirst, Equity Enterprises, indicated this ordinance was worked out in a spirit of
cooperation so the City could predict its rate of growth. The developer is at the greater risk.
He concurred that it seems logical that with the State rolling enti~ements forward, that all
enti~ement should roll forward.

Mr. Tarver expressed his strong desire that the City should control its growth, not the
State. He believed the ordinance as written allowed flexibility to take care of those few projects
affected by the new state law. It was important that all developers participate in the modified
program.

It was moved by Ms. Scribner, seconded by Ms. Mohr, to include in the resolution
rolling forward growth management approvals to match the extensions of tentative maps as
provided by new State Legislation (SB 428).

The vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, and Scribner
NOES: Mayor Tarver
ABSENT: None
-~- ABSTAIN: None

It was moved by Ms. Scribner, and seconded by Ms. Dennis, that Ordinance No. 1614
be introduced, to be read by title only and waiving further reading thereof, deleting chapter
17.36 (Sections 17.36.110 through 17.36.240) of the Pleasanton Municipal Code (Growth
Management Program) and adding a revised Chapter 17.36 to the Pleasanton Municipal Code
establishing a Growth Management Program.

The r011 call vl)t¢ was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

11/02/93 7
