REPORTS OF THE CITY MANAGER <br /> <br /> Item 6a <br /> Tri-Valley Transportation Plan - Transnortation Alternatives (SR93:406) <br /> <br /> Bill van Gelder, Traffic Engineer, presented the staff report. In response to Council's <br /> questions, Mr. van Gelder briefly stated the intent of this plan. <br /> <br /> There was general discussion regarding the transportation alternatives. <br /> <br /> Robert Pearson, 3590 Churchill Court, expressed concern for increased traffic and urged <br /> Council to reduce the holding capacity of the General Hans. <br /> <br /> It was moved by Mr. Pieo, and seconded by Ms. Dennis, to take the following position <br /> on potential action alternatives to be included in the Tri-Valley Transportation plan/Action Plan <br /> for routes of regional significance: The first priority shall be to emphasize growth management; <br /> the second priority shall be to emphasize transit improvements; the third priority shall be to <br /> emphasize road improvements; and the fourth priority shall be to emphasize policy options. To <br /> carry out these priorities the following should be included in the Tri-Valley Transportation <br /> Plan/Action Plan for routes of regional significance. 1 ) to support and seek cooperative funding <br /> for Wansportation highway network as expressed in the "Year 2010 Expected Network; 2) <br /> emphasize Wansit improvement which can be funded, particularly improvement in intercity <br /> transportation to relieve the interstate corridors; 3) support the creation and implementation of <br /> cooperative growth management agreement for those routes of regional significance which are <br /> projected to either need improvement or are projected to exceed level of service standards; 4) <br /> not support a relaxation of level of service standards; 5) support the concept of regional <br /> development fees for a select number of regional Wansportation facilities, provided Hacienda <br /> Business Park and the City of Pleasanton are given credit for contributions already made; 6) <br /> address peak hour congestion on 1-680/I-580 and parallel facilities within the City of Pleasanton <br /> through regional land use changes; and 7) adjust the rate of land use entitlement to a level that <br /> will meet adopted Level of Service standards for a financially constrained roadway and transit <br /> network. <br /> <br /> 10/19/93 4 <br /> <br /> <br />
