Ms. D'Aquila pointed out <br /> that a large percentage of the business has become or relies on the new garments that they buy. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> Ms. Scribner felt that Council should be consistent with the treatment of secondhand and <br /> consignment stores. She believed that this should be not be grandfathered in as a retail store <br /> because it is really a second hand store.
