65

Mr. Pico was concerned with the sewage issue and the potential impact of septic tanks
on the aquifer. He wanted to be reassured that this was not going to create a problem for
Pleasanton.

No action was required or taken by the Council on this item.

6. REPORTS OF THE CITY MANAGER

Item 6a
Approval of Additional Funding for Tri-Valley Transportation Plan (SR93:407)

It was moved by Ms. Mohr, and seconded by Ms. Scribner, to authorize an additional
$5,000 for completion of the Tri-Valley Transportation Plan.
The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6b
Request of Kaufman and Broad for Waiver of Lower-Income Housin~ Fees for 16
- Moderate-Income Units (SR93:412)

Mr. Swift presented the staff report.

Ms. Dennis asked that it be made very clear to those who participate in the program that
they will have to give back the fee when the houses are first resold.

Mr. Beougher explained that the procedure will be to record a document that will indicate
what will be done at the time of the first resale.

Robert Cordtz, 262 W. Angela, felt that the conditions should include the recapture of
fee upon resale. This is the fee that is in place at that time. He inquired about the six month
limitation and asked what will happen after six months.

Mr. Swift explained that Kaufman and Broad have six months to sell these units to
moderate income households. If it is unable to sell the units within that period of time, then it
could pay the fees and sell the units at market rate.

Jack Hovingh, 4250 Muirwood Drive, supported Mr. Cordtz's recommendations.

10/12/93 3
