34 <br /> <br /> Michael Dittrich Huston (sp?), Viacom, indicated there are now thirty-seven channels <br /> available and Viacom is in the process of rebuilding the system to fit in the *must carry* <br /> channels. She indicated when the rebuilding process is complete there will be 77 channels, but <br /> these will come on-line in a phased basis. She further elaborated that Viacorn administers a <br /> random customer survey of programming annually to tailor the programming to the desires of <br /> the public. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Dennis, to authorize staff to ~e <br /> an application with the Federal Communications Commission to regulate basic tier cable <br /> television rate,s; to notify Pleasanton's cable operator, Viacorn Cablevision, of the filing; to <br /> develop for Council's approval rate regulations that are consistent with FCC regulations; and <br /> to proceed with the rate review process in accordance with the Cable Act of 1992. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr, Pie, o, Scribner and Mayor Tarvet <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 6c <br /> Review of ODti0nS for Cable Television Video Newsletter (SPO3:388) <br /> <br /> Mr. Bocian presented the staff report. <br /> <br /> Ms. Mohr questioned Council involvement and referred to the Fair Political Practices <br /> Commission (FPPC) regulations on printed material. She asked for staff to obtain an opinion <br /> from the FPPC. <br /> <br /> Mr. Tarvet indicated the City of Concord had requested an opinion from the FPPC on <br /> the same subject and was told the regulation only applied to printed material. Mr. Tarver then <br /> indicated his approval of the proposed program content and his preference for one host rather <br /> than a rotating host. <br /> <br /> Ms. Mohr indicated it was valuable to give staff public exposure and for the citizens to <br /> see the City staff as 'real people* and to give them recognition. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to support in concept the <br /> implementation of a community video newsletter to be broadcast on Viatom Channel 30; to <br /> authorize staff to further develop the format and content of the video newsletter based upon the <br /> outline contained in the staff report; and to delay determining whether the City Council can be <br /> involved in the presentation of the newsletter on an ongoing basis pending analysis of the FPPC <br /> Regulations. <br /> <br /> 09/21/93 4 <br /> <br /> <br />
