MEETING OPEN TO THE PUBLIC <br /> <br />Pleasanton Railroad Association <br /> <br /> Ed Churlca with Pleasanton Railroad Association extended an invitation for the Tenth <br />Annual Tulancingo Sister City Train Ride from Sunol. <br /> <br /> Mr. Churka then referred to the agenda of September 7, 1993 and asked for clarification <br />of Council's request for further public hearings. He reviewed the history of the project since <br />1991 and all the public hearings that have been held before the Park and Recreation Commission <br />and the Planning Commission. The Railroad Association was led to believe it could procad <br />with organizing a corporation. He further indicated staff recommended that he proceed with the <br />environmental impact report and they are doing that with Alameda County as the lead agency. <br />Funding questions were raised, so they have proceeded to apply for ISTEA funds under the <br />Historical Preservation Act. In order to proceexi, Mr. Churka indicated the Association must <br />have a public agency take responsibility. He indicated the Association had received a favorable <br />rating in April 1993 but there were no funds available. A second application is being prepared <br />and it is critical that the City adopt the resolution requested. Without City support, the entire <br />project is in jeopardy. If the City wants another public hearing, he urged that it be as soon as <br />possible. <br /> <br /> There was discussion regarding the date to schedule the hearing. <br /> <br /> Mr. Swift explained that in order to give finai City approval, it is necessary to have <br />design review and use permit approval, depending on the final details of the plan. If the <br />Planning Commission approves, the decision can be appealed. The staff has been waiting until <br />the County finishes its environmental study in order to use its material. <br /> <br /> Ms. Seribner indicated the route of the train has never been discussed. <br /> <br />09/21/93 5 <br /> <br /> <br />
