7 <br /> <br />COMN~ENDATION FOR JOE ELLIOTT <br /> <br /> The Council presented a special commendation to Joe Elliott, the Director of Public <br />Works and Utilities, for his years of public service and wished him well in his retirement. <br /> <br />9. 1993 GROWTH MANAGEMENT PROGRAMS (SR 93:357) <br /> <br /> Mr. Roush presented the Staff Report. He indicated that developers with existing growth <br />management allocation are encouraged to evaluate actual construction starts and to reallocate to <br />future years those units which cannot be immediately constructed. There would then be a <br />semiannual review of allocations and those units not bufit in the assigned year would not lapse, <br />but would be reallocated to future years. <br /> <br /> The new program continues the growth management policy of allocating 650/750 units <br />per year at Council's discretion. The goal is to have no more than 650 units built per year. <br />After the initial allocation, unbuilt units can be reallocated to future years no more than two <br />times. After the second reallocation, if the units are not built, the growth management allocation <br />is lost. In both forms of the growth management program, the policy is that building permits <br />may only be obtained in the year for which the developer has an allocation. <br /> <br /> Council discussed how low income units were to be handled. Mr. Tarver was concerned <br />that a desirable low income project could come forward for approval and if all units had been <br />allocated, the project could not be approved. <br /> <br /> Mr. Swift explained that the existing growth management policy will remain in place. <br />Council can approve 650 new units. The proposed process will reallocate "backlogged" units <br />to the future and Council can exceed the 650 number when doing this reallocation. The low <br />income exemption allows those projects to come before Council for approval at any time of the <br />year and to proceed. <br /> <br /> Mayor Tarver asked if any member of the public wished to speak on this item. <br /> <br /> Tom Quaglia, Greystone Homes, Inc. 577 Salmar Avenue, Campbell, indicated the new <br />growth management program is workable. He urged Council to be patient and allow some <br />flexibility for developers. <br /> <br /> Jim Ghielmetti, thanked everyone on the committee and staff for their efforts. He <br />indicated the semi-annual review will be helpful. He agreed that it is important for the <br />infrastructure to keep up with construction. <br /> <br /> Brad Hirst, 6280 W. Las Positas Blvd., indicated the stated goal was to predict better <br />construction each year. He believes this program does that and creates mutual trust and <br /> <br />9/1/93 - 7 - <br /> <br /> <br />
